Yes, another scammer trying to hassle the public with robocalls. A lot of callers with numbers similar to this, from northeast Ohio, are going bonkers this year trying to get people to switch utility providers throughout the state. My call-blocking service already had the number blacklisted and blocked after only one ring, so you know the call is yet another bogus fool.
Automatic block when the last four digits are 0000. The scammers use a variety of area codes, but the prefixes are usually 112 or 117, and the last 4 digits are always 0000.
