Many international calling cards use VoIP to reduce call costs... someone calls a local phone number in England (or possibly elsewhere in Europe), gets connected to this number by VoIP and then the call is placed to you through this number. It could be someone you know from England calling you, or someone you don't know from England calling a wrong number, or a telemarketer located in England.
