its increadbly anoing!

Just received call from KENT, OH. When I answered they are NCC - Commonwealth Financial Systems.  
I explained to them the person has not lived here for over a year now and said they would take my number off, but that's also what they said couple of days ago.

they harrass me daily  I dont know who they are or what they want  I dont answer my phone to calls THAT I dont recognizew5w5

Calls me twice a day, uses up my minutes on my cell phone, never leaves message.
