Received a call did not answer no message was left.

Call went to voice mail. We do not answer calls from unknown numbers. After reading posts, blocked the number.

There is no message, but a terrible noise left on my answering machine when I don't answer.
I have to turn off my phone to stop it. It is rude harassment. ! How can I stop this?
