I got a call from this number while eating lunch - I saw "Polling_Quest" come up on the caller ID. I blocked the number.

Thye left a message about medigap plans

Called my cell, no message left.

At 64 I am on the firing line for medicare scams.  From the Medicare.gov website
Medicare Marketing Rules
Insurance Agents and plans M AY  N O T
“Cold” Call, use door -to-door marketing, or market plans using any other unsolicited contact
Enroll a person in a plan without his/her permission
Lie to get a beneficiary to enroll in a plan
Sign someone up for a plan over the phone unless that person called them

So at best this is an unscrupulous insurance agent, at worst an identity thief.
