You might try sending them a certified return receipt letter stating that you dispute any debt as they are calling the wrong person, and order them to cease any further communication, as required by Federal law. You might also throw in, "since you have not been calling a debtor, the provisions of the TCPA may be applied if I decide to take action against you.
If that doesn't stop them, take a copy of your letter to a lawyer and let them have at them. (Or go pro se if you feel up to it.)
Before I tell you what I did, it's probably best i explain. I got a number for my corp use. I called once to tell them they are mistakenly calling me because I do not have any outstanding balances other than a mortgage. After numerous attempts, they refused to take me off their list. Outright said that "they are calling me for a past debt" but could not identify what debt that was. So i did the following:
1) Called 1-800-334-2814 -> pressed 0, and got transferred to collections
2) told them a random name
3) Said I paid a company to do a back track and found their company was the one calling
4) Asked that I be taken off their list or I was filing a complaint with the BBB and going to pursue all other remedies available for harassment. I let them know, the cell phone was for business purposes and was causing me a lot of trouble by getting 7-8 phone calls all hours.
They agreed to take me off their list and put me on a "Do Not Call List." Hopefully this helps.

This specific number called me and they had some sad tune song. After it was over, nobody said ANYTHING. I know it came from Akron but what type of stuff was that? They called again, but I didn't answer. THE SAME SONG PLAYED ON MY ANSWERING MACHINE. These people are sick.
