they call , if I answer they just say" i am looking . . . . . " dead till dial tone, or if trying to dial please hang up etc. If I do not answer they do not leave any message on answer machine ???

When I've answered they've said "I need to talk to the person who handles your AEP account." I've told them repeatedly "put this number on your do not call list" but they continue to call. We have a municipally-supplied power company so I have no interest in AEP. How can we get them to cease & desist? Does the PUCO handle this?
