I would like to know how a number that I get phone calls from can be "Not in Service"! When I try to tell them to take my number off of their list, they hang up. Then I call it back and I get the recorded message that the number is not in service!

The number is being spoofed/faked by scammers using equipment to display any number they wish. Just do not answer unknown calls and never call them back. By calling them back you are verifying that yours is a working number and you will get more scam calls. Consider getting a call blocking device (or app for your cell phone)-they're available online and start around $45. Telling scammers to take your number off their list will not work.
