Called # back said to press 9 to be removed from calling list and I did it. Said it could take 72 hours to take affect in their system then hung up. Was a recorded message

Call on my cell phone. Rejected it and placed on call reject list. A scammer that does not follow the law. If you choose to opt out of calling lists like this they will not honor your request. It just verifies to them that your number is a legit number with a live person on your phone so your telephone number will be sold to many other calling lists.
Spam call probably with a spoofed number using VoIP. With VoIP or other equipment it is easy to spoof numbers. Typical scam - I don't buy warranties - and, I don't have any cars. Just a cold sales call.
