In the meantime, it's up to you to take control of incoming calls. Make use of the products and services already available. Call blocking devices and phones are a good start. Many voip services offer advanced blocking features and integrate with blocking providers. Shop around, old landline services just aren't equipped or even allowed to do the kind of blocking needed today.
Continue to report violations of the law to the FTC as they do good work taking down some big violators, but don't expect them to make a difference in how much your phone rings. That's up to you and what providers and vendors you choose to give your money to.
