Get this call several times a day for months.  How do I stop these calls????

Have received this call 13 times!  Who are they??

Someone finally talked after a long silence when I picked up (I didn't hang up), this after innumerable calls where no one talks if you pick up and will not leave a voice message if you don't. Turned out to be a telemarketer for Telegram & Gazette.Shame on them.
