(first part of message was cut off) "...obtain a criminal attorney on record to return this call. The issue at hand is extremely time-sensitive. The number for you to call the United States Department of the Treasury is 347-252-4551. Now if you don't return the call or we don't hear from your criminal attorney then the only thing we can do is wish you good luck if this situation totally unfolds on you as there is a legal petition notice filed under your name by the IRS for tax evasion and tax fraud. So before this matter gets executed to the courthouse and before you get arrested if you need any information or if you have any question kindly call the United States Department of the Treasury back at 347-252-4551. Thank you."
One - I know that the IRS NEVER contacts people by phone or email but by certified mail only.
Two - the line "the only thing we can do is wish you good luck if this situation totally unfolds on you" is a tip-off. Very unprofessional.

They don't enforce you to fill out the name, address, phone #, and email fields (and unlike the IRS they don't require all those AND your social security # just for reporting an IRS scammer. (I find that so disturbing on so many levels that the IRS form requires all that)
