I got the exact same message. Called it and talked to a guy. Said I was going to be arrested unless something was set up to pay back a cash advance that I took out in 2013. The amount to pay back was $750.00. Contacted my bank changed my passwords and user id. Also changed my address (that's because I recently moved). The bank put notifications on my account to alert them of weird things and assured me that if anyone wants to take money out they have certain items they have to present in order to get money. I feel better now, but I am reporting it to the police in the morning.
