From 571-210-5561...got several calls from this number, knew it was a scam, called them back to get their address and they cussed me out, reported this number to the IRS, and I can't figure out why the cops can't just trace this phone and go pick these guys up?

Because they cannot afford the airfare to India or Pakistan or another foreign country?
Don't be fooled by the caller ID. These scammers are using cheap VoIP services like Magic Jack to place hundreds of calls to the US and Canada from foreign countries to run their scams. Magic Jack does shut them down when notified but that is about all than can be done and they just buy another cheap account with a different number.
This guy called me once before Christmas and then twice today with the same spiel. This is a known scan and I reported it to the FBI formally. Not sure why it is so hard to stop these when there were numerous calls being made from the same number...lol
received a call from Jonathan Knight of the IRS - he was very hard to understand. - claimed that after audit and "disconnect" it was discovered I was hiding something (couldn't understand him) from the IRS and accused me of fraud. Extremely urgent to call him back at 571 210-5561.
