Who called from 5712145430

I just received a call from 571-214-5430 , Caller ID identified it as Wireless Caller. Caller hung up.

yet again a call from this number  08/31/2010 @ 11:06 - listed as "wireless caller" along with # (obviously).  just happened to be sitting at the computer and "googled" the number as it seemed strange, interested as to area code (though I didn't answer, that IS what caller id and vm are about) - interesting site

Do you have a small dog.  (Then hung up).  A man's voice.

I have also received calls from 571-214-5430 ("Wireless Caller" shown on my caller ID, Arlington, VA area per the FTC), which I have never answered.   I attempted to return calls to 571-214-5430 with no success (just silence).   I have now reported this issue by filing a written complaint with the FTC.  (I am also on the FTC Do Not Call List).  I have also talked at length to the FTC, FCC and VA State Consumer Affairs agencies regarding this specific phone number and others.  I have been given to understand that there is an "apparent" government jurisdictional issue and none of these organizations claim to have clear investigation/enforcement responsibility.  In fact, each of them courteously provided phone numbers of "other" government agencies for me to call (based on the same set of facts).  I eventually traveled full circle between agencies in an attempt to address this issue.  Scamming is only part of our problem.  Finding a government agency who will do something about it is also an issue.   Given our Federal and State tax obligations, at a minimum, there should be greater clarity defining responsibilities between/among our government agencies.  Perhaps, if this confusion was eliminated, the agencies would have more time to actually investigate complaints as opposed to discussing them with the victim and then passing off the issue to another government group, wasting our time and tax dollars.
