Who is this strange person calling my place of residence?

I'm constantly getting calls from this number 571 283-6405.  The caller ID just says "Caller".  As if.

Just got a call from this number, I did not even answer....it came up R Smith

I didn't answer. I never answer...When will these people learn? I don't have a credit card, mortgage, loans, or even debt.

I answer/someone hangs up.  I'm tired and frustrated of unknown callers and people who won't say a word or identity.
