Who called from 5714994425

Got an unwanted phone call from the same phone number 571-499-4425, a man would not say his name

did not answer call picked it up but no one on other end
I on do not disturb registry as far as i see it they are in violation of this law

This is a collection agency related number who have called my number asking for someone named Juvenile for about a year.  I have tried to call it and tell them I don't know of anyone by that name but receive no answer.  I am reporting the call as spam.
