I got two messages from this number on Thursday and Friday and listened to both this morning (Saturday). The second message the individual claimed to be Officer Joseph Gardner of the IRS. In the message he threatened me to 3 years and 21 days in jail if I didn't call back immediately. I would have been ok with 3 years in jail, but that last 21 days was just too much.
Rest assured the IRS knows of this scam. On Friday October 31 the IRS updated their website with the following information about this scam.

Tried scamming me too. Had a thick hispanic accent and a lot of call center like noise going on in the background. I couldn't understand him but claimed I owed him something from August and that he was from the IRS.
This is the 3rd time "Charlie King" has called and left a message. He indicated that if I didn't call him back that he would issue a warrant for my arrest. I tried to call him back to let him know that I have reported him to the authorities and to stop contacting me.
I called "Charlie" back. HE IS NOT THE IRS. Surprise....surprise. He wanted a number to call me back, I told him that for security purposes I would prefer the direct line for his division at the IRS. He didn't know what to say and just repeated "What is your number." I then informed him that he has been reported to the authorities and his little operation would be shut down shortly. He immediately hung up. Which I though was odd behavior for an IRS Agent?? Lol. Unfortunately he tried to pull his scam on someone that works on going after these scams.
