Its Facebook's support team.  You can't call them, but them calling you shows up as that number.  Its for advertiser accounts.

She claimed to be Karen Bautista, calling from Microsoft's collection team, saying we had outstanding bills, six days overdue. I didn't believe it, but turns out they thought we were a different company anyway, so it didn't matter.
