constant fax calling

This call is from "The Signal".  A cellular phone insurance company. It is not a sales call.  They call when there is a claim placed on a cell phone.

I have received numerous calls from this number today but when I answer the call there is just a "beep" that sounds off every few seconds or so.

That sounds like a fax machine calling you.
