CID as "WIRELESS CALLER" and left a recorded message (in a computer voice) warning that this was a final notice, of the IRS suing me. Was in broken grammar. The call back number, was the same. Claimed it was the IRS "department number". I serious doubt the IRS would call with such a generic CID. Or have an office in Reading, PA. I guess some non-English speaking type, thought they could make some money, with their cell phone. And got a PC to puke out a synthetic voice message, to cover their foreign tongue. If they can bother to learn enough English to scam, they should learn how to speak it themselves.

This number has left three messages on our home phone saying, "this is IRS", and, "we have filed lawsuit". Not 'THE' IRS or filed 'A' lawsuit. Agree with Glen; the IRS does not use a return phone number with a 610 area code.
