If this is the same Pad Co, maybe it was just a mis-dialed number. No idea why a Colorado organization would have a Philadelphia, PA exchange, though.

610-718-8501 - PAD Co I waited (and waited) saying HELLO -- finally someone spoke back saying they were from my local police looking for donations. Didn't ask me for any information, just said they would mail me a donation slip (they had my name and address) I suspected they are information gathering to sell to other solicitors - will report back if I receive anything.
Update - Took a few days, but we received the slip in the mail to donate to our local police department. This number is for real, they just have a crappy auto dialer. Stay on the line and they will pick it up - it's not a crank call.
