I forgot to mention that they use, at least in my two calls, from this number and another number a month ago, the service provider and/or lines leased from magicJack - a popular home phone replacement.
Where as they are using the services provided by magicJack (and or other VoIP Telephony Providers) to commit the extortion and fraud, the service providers will likely do anything about it.
If you get a call from this number, contact magicJack and ask them to stop allowing their services to be used to commit a crime.
If you have an android phone, install a call recording software before you call them back, chances are you can get them to drop the ruse just by asking for contact phone numbers, etc.

This number is currently being used by an extortion scam targeting people who applied for payday loans online at fake websites. Personally, even if the websites were real, they probably sold all your information!
DON'T APPLY FOR LOANS ONLINE - EVEN THE WEBSITE CLAIMING TO BE SPONSORED BY MONTEL WILLIAMS WILL SELL YOUR INFORMATION IN A HEARTBEAT!!!!
How this scam works, they claim to be a federal department investigating you stealing money from the loan company, even if you never actually got a loan!
They can't really do anything but harass you, they have lots of numbers that they call from, i've spoken to several different "agents" who all eventually ended up cursing at me or having long detailed conversations about why the scam isn't working.. they're all indian. They use VOICE OVER IP phone companies to buy numbers in the US so they appear to be local numbers. It's all a ruse. Nothing they tell you is real.
