You have to locate them in order to take legal action. Since the number is most likely spoofed, it will take hundreds of thousands of dollars, and multiple court orders to track them down.

My spouse got 3 calls today alone from 3 different numbers. I got 1 and the landline got 1. We've gotten close to 100 calls at this point from at least 25 numbers. Only once did they leave voicemail. See below.
Blocking is useless because they rarely reuse the same number on a single device. We just ignore the calls.
