called twice and left no message

I answered and it's a recorded message stating I can save on my electric bill due to a new bill passed in congress.

Got call from this number. Called back and it was press 1 for a reward voucher or 2 for do not call list.

Called my DNC registered cell. I don't pick up calls to my cell that aren't in contacts. No voicemail. BLOCKED!
This robocall is about solar panels. They call our cells and landline about 5 times a day from about 15 different numbers at this point.
(631) 201-07XX and 08XX.
Occasionally they leave this voicemail.
“The US renewable energy program. The US renewable energy program will stop the 14% rate increase on your electricity bill coming soon. Press 1 now if you are a homeowner and are paying more than $150 per month for electricity. Press 1 now to stop the electricity bill increase coming soon. Again press 1 now if you are a homeowner and pay more than $150 per month for electricity and would like to stop the rate increase. And if we have reached you in error and you want to be taken off the list press 3.”
