I don't know about this call, but I got a call recently from an impossible number in my area code (the exchange does not exist) that did the same thing, except I just let the phone ring. The caller did this a total of 4 times, and I watched the Caller ID the whole time. Then the same thing happened the next day, with a different impossible number in my area code.
My theory is :
Many residential phones are set up with a physical answering machine, or voice mail, that does not "pick up" the call for several rings, usually 4 to 6. That's sometimes not enough time for a person to get to the phone to answer it. So the scammer hangs up after 4 rings and redials the number again to get more rings, the idea being a person at the home will get to the phone and answer it.
What if the person answering the phone fumbles the handset and drops it back into the cradle, or mashes buttons wrong on the keypad, so the call is hung up on? Legitimate callers will redial and try again. The scammer mimics this in the autodialer software. You don't describe how your "local Call Block" works, but I am guessing it is your own equipment that hangs up once the Caller ID is received after the first ring, so the autodialer tries until it reaches its programmed limit on redials.
My assessment ? If the caller does not leave a message on an answering machine or voice mail, then block it, to keep your machine or voice mail from "filling up"
