Dead silence upon answering call

This number calls me everyday around the same time. Sometimes twice a day. There is always silence when you pick up. Than a voice recording kicks in.

Called them back.  Recording said I had reached Canadian Customer Debt Relief and please hold the line for the next representative.

Numerous calls, messages left of just dead air filling my voicemail box.  Blocked the number but still gets through to leave a message.
