Who called from 6475565945

Starts with "CONGRATULATIONS"

It called twice in a row, on a Sunday.  

Obvious a phishing scam.

I didn't recognize the number, pressed "DECLINE" on my phone and added it to my list of "DO NOT ANSWER" numbers which have a "silent ring" tone which I downloaded for this purpose.

No one spoke. Called my cell on Sunday morning which is criminal.

Received a call from this number 2 minutes ago. No message,
