The person behind this number has been cyber bullying me, he used to be my friend before and once we stop talking he had been giving out my number and giving out my pictures to everyone. There is this website called paltalk.com, this person had been posting my pictures online. Been abusive repeatedly. I feel very helpless and I had been going through extreme depression.

Report him to the website (paltalk.com), and you should also file a police report for harassment. If you have any texts, voicemails, etc which show this bullying, keep them to show the police. Also make screenshots of any posts he's made on social media.
If you need help with your depression, please ask your primary care doctor for either a referral to a clinical psychologist or psychiatrist. If you don't have a doctor, then please go to http://www.cmha.ca/get-involved/find-your-cmha/ (Canadian Mental Health Association). That will at least give you a place to begin looking for help.
