Multiple phone calls, several days per week but always a dead line.

I called back, msg says kidney foundation of Canada. This is one of 100 other kidney related so called foundations.
Who regulate these foundations and give them the right to solicit donations?
If it is a registered non-profit organization I won't mind helping them but I started not to believe these calls because of the sheer number of so called foundations.
