This company called and claimed to be Bell Canada with a special offer internet, and phone for $ 90.00 a month. Called Bell Canada to report this number - definitely NOT a number used by Bell to call clients.
They keep calling me also...I investigated this number-it is someone in WEST-CANADA, from home...pretending to be BELL CANADA!!!
Little do they NOT KNOW...THEY ARE CALLING A LAW ENFORCEMENT HOME (LEO's)(law enforcement officer)

I just got a call from this number. I didn't pick it up. 647 is not necessary a Toronto area code, anybody can has have a cell phone with area code 647.
