The message is a fake. Deliverman is a free, web based, email account. You CANNOT win a contest you did not enter, or buy a ticket on. In Powerball, you head down to the store & you BUY a ticket. If your numbers come up - you won. Powerball does not email people. If you won (with a ticket) you contact them.

I received the same 1.5 million dollars random win message on both my cell numbers. Same text message as the one above from 213-973-9477. His name was Joseph Parker from [email protected]. When texted back "No thank you", he replied that a letter declining my acceptance is required.
He gave an adress in Manchester UK M241AE. That address brought up a Temperly Taylor LLC. Solicitors office (no affiliation).
