Be aware , did some research, these scammers are possible located in Central America looking to scam you for money to fund their illegal operations of drugs and human trafficking !
Got a call yesterday and again today from 650-285-1781. Didn't pick up yesterday but did pick up today and it's spoken in Spanish which I don't understand. My Caller ID says "Power Co"...I'm in Santa Barbara County, CA. Friend in Portland, OR got a call two days ago saying they were the IRS and that he hadn't paid taxes in years. They said they would come to his apartment (they knew he lived in an apt or maybe a wild guess) and handcuff him and take his belongings and place him in jail unless he pays. They told him to pay approximately 5-grand immediately. He reported it to the police, IRS and complaint line right away. So beware of this scam as well!!!

Another Solar Telespammer / Scumbag / Criminal using a spoofed number and ignoring the worthless DNC list...
BEWARE: These people are criminals using a spoofed number to try to get your personal information and steal your identity.
The DNC list is simply useless and you should NEVER answer these calls period!!!
You should also consider buying a phone blocking device which will eliminate 90% of the telespam calls.
