if you call it back it says fisher investments and to leave a message.  I really have no clue, but if they call and hang up, it may be an auto dialer that validates whether a given number is active and they sell that information to someone.  Or, perhaps they got your number from some other mechanism.

Got called and they hang up

Got a call from this number on my cell phone, 2 rings and they hung up.

Same thing  here just 5 minutes ago...two rings and hang up.
