This is the Webex conferencing number and if you get a call someone did put in your number by accident. I get these calls daily but it is because I am on Webex system daily.
I confirm the above notes: WebEx is a conference call system, much like Microsoft Net Meeting. WebEx offers to connect the voice portion of the meeting by calling the participant back at the phone number that they type in. If you got an unexpected call from this number, someone merely mistyped their own number into the system.
It is not a scam, not a telemarketer. Just a wrong number.
