Same scenario phone number 831-706-4821. Impersonation of Agent Frank Cooper with text messages as well. Called back and guy claimed to only speak in Spanish. This is fraud!
A client of mine received a voicemail from someone calling from this number identifying themself as "Agent Frank Cooper" of the Immigration Service. When I call this number I get an outgoing message (paraphrased but sounding just like the outgoing message of the legitimate Immigration Customer Service line, 800 375 5283) "This is the Immigration Service, press 1 for English". I pressed 1. It rang several times then hung up on me. This happened several times. I called Immigration Agent Chris Fonda at the Hartford office who said there is no agent Frank Cooper. I asked if it might be possible to investigate where this number rings and send someone to find out who the criminal is impersonating a federal agent, but he said he would (2) put the information about this call "in the system" and (3) take no further action. I suspect this is a scam against undocumented immigrants.
They texted me first from 415-322-0194 asking me to immediately call Frank Cooper 650-515-4747 and then my phone started ringing about two hours later from 650-515-4747. I called back and got a man who claimed to only speak Spanish but was articulate enough to tell me to press 1 for English. He then hung up on me. I called them back about a dozen times and nobody will answer. My feeling were really hurt. I then contacted the *real* USCIS and informed them of this potential scam against hispanics who may be trying to get citizenship. I'm sure it's a scam because my phone number is brand new (to me) and I've already received multiple phone calls to it's previous owner from folks who only speak Spanish. Somebody put these folks in jail please.
