I've been getting calls from this number for the past three days. The first few days, no message left. Then one day, I picked up the phone, and heard an automated message that says says, "We are experiencing technical difficulties. Sorry, but we are unable to speak with you at this time, please accept our apology." Ever since I answered one of the calls, I have been getting voice messages with the same automated statement.

Same here. I have been getting calls from this number: 650-563-3408 (caller ID: Moss Beach, CA). When i tried to call back, it say the number was disconnected.
