No clue who they are

I received a call on my phone which I didn't answer because I didn't recognize the number.

I have been receiving numerous unwanted calls from strange numbers, this number included.  When you call the number back, it says the number is no longer in service.  I have told them several times to stop calling me yet I keep getting the calls.

Call but no voice mail left.

Keep getting calls on my cell from this number asking for someone named Norma.  I have had this number for over 8 years.
