As long as we have a public access utility that can be accessed by anyone in the world who has a telephone, it can't be stopped. It can only be partially blocked. Unfortunately, that duty is left to the individual citizens. I have heard where different governments and their utilities have been addressing the problem, however so far about all they have accomplished is dinner and dancing. They all agree that a solution is necessary but none can agree on a starting point in world wide development.
Again, it is unfortunate that the solution will require universal cooperation since it is a world wide utility. A long term task.

Thanks, but I'm just the messenger. That will work for callers with actual real phone numbers. However the problem lies with the practice of spoofing, hidden identities, and basement/cellar offices from local and foreign scammers. These are the culprits causing the real problems in extortion and criminal activity of a major measure. In dealing with those, it requires a government to government cooperation with proper protocol and proprieties with many uncooperative countries who are not the best of friends. India and Pakistan both are not on our best of friends list and do not cooperate on capture and prosecution of their citizen thieves. Harvesting income from the Western world is probably considered as part of their GNP and job fulfillment programs. We can report legitimate phone numbers and the government could easily find them. However, most are hidden in the crooks and crannies of the alleyways using hidden identities and spoofed ids.
Once again, I am only the messenger of what I have read on the subject. I have no answers or potential solutions. Thank you for your input.
