When you call back, the recording says "THE NUMBER OR CODE YOU HAVE DIALED IS INCORRECT. PLEASE CHECK THE NUMBER OR CODE AND TRY AGAIN"
When you answer, he/she hangs up right away.
I have been receiving this for a few months already. Yes it usually happens between 10am and 3pm. Sometimes twice a day.
To other victims and fellow tech guys:
There will always be ways to track it down. But how? Please leave workable suggestions.
To the caller:
If you want to sell, speak. You are reaching nowhere just by calling and hanging up. Life is short, put good use of your time.
