Called number back from my work phone. 'Fast busy' signal.

Someone called me and said "hey steve how ya doin i miss ya, I'll be talking to ya soon." I would like to know who's using this number.

Non-native English speaker allegedly from Verizon with a deal. Calls from this # in the past that I did not answer but decided to this time.  Apparently these folks are using a variety ploys to entice the recipient.
