They don't speak because all they want is a working number....they then sell your number to other telemarketers, which results in all different calls coming to your home.

You have a lot to learn. I recommend you read a number of posts on this website to learn how these calls work.
1.They *are* cold calling numbers. It's called sequential dialing - google it. It's illegal, but these are scammers trying to steal your money so what do they care.
2. Being on the national do not call list will protect you from calls from legitimate businesses. It will NOT protect you from calls from scammers. Again, they are thieves, they don't care about the do not call list law as honest businesses do.
Also, the number you see on your caller ID is not the number they're calling from. Most of them are overseas where US laws can't be enforced. The number you see is spoofed - it's easy to do with cheap gadgets that are easy to get.
The best way to protect yourself from these thieves is to not pick up the phone at all if you don't recognize the number. Let it go to voicemail, and call the person back if it turns out to be someone you actually know or want to speak to.
I keep getting these calls. The female (I guess) asked for me by name. I said, she's not here because I didn't recognize the number or the voice. I said, may I help you. I'll call back. I said...uh no you won't unless you tell me who you are and why you're calling. They kept saying....I WILL call back. I just did an old *69 and the line rings a fast busy signal.
