This is one of many numbers that dial back to Apex Financial Management. They are probably a collection agency of some sort, for some long-ago bill that someone with your phone number never paid.

I just got a call from that number and they are asking questions about my neighbors and then after I hang up they call and ask for people that don't live here...it is a pain
