same here. my experience (infortunately that is a lot), when the number is "not a working number" or "no longer in service" or something like tha, it is a scam and the number has been spoofed (it is a bogus number).
now I blocked it.

I received my 2nd. call from 718-928-2934.
Was recorded message...Please do not hang up. This is Blue Shield & Blue Shield about an important message. I hung up as I don't have Blue Cross & Blue Shield!
