The calls are illegal (impersonating a Federal Official, attempted extortion) but since they originate in Pakistan, India or some other foreign country, law enforcement can very little to go after the callers.
They're calling from the city of Karachi in Pakistan near Sambros hospital. I don't suppose knowing where they are located helps any, the gov't there allows it to continue.
