I've gotten repeated calls from this number just after 6 in the evening on several days. They leave no message, they don't answer when I try to return the call, and there's no voicemail service. My hypothesis is that this is some kind of political campaign call for the Portsmouth OH/Scioto County area, based on the time of year (late Oct.).
