Have gotten NUMEROUS calls from a caller only ID'd as "Health Survey"; which constantly CHANGES what number they call 'from'.  THEY NEVER leave a message, WHICH IS ILLEGAL under FTC LAWS. Suspect it may be a OVERSEAS TELEMARKETER using SPOOFED numbers, attempting to get credit card numbers from us 'victims' or commit ID THEFT/FRAUD on us.  Since we don't answer, but they get an answering machine, we stay on their list of numbers to continue to call and 'bug'.

When is our government going to HUNT THESE SCUMBAGS DOWN and ANNIHILATE them, Osama bin Laden style?  NUKE these call centers!
