No one can block a call for you. You are the only one who can stop them - Do not answer unknown calls and do not call them back. Consider getting a call blocking device (or app for your cell phone)-they're available online and start around $50 or so. http://800notes.com/nb/search?q=call+blockers

Caller ID says "Virginia". I pick up and say nothing (not even hello). They say nothing as well. Then they hang up
I do not call back.
I looked elsewhere but discovered little. One site said the phone is registered to "Jon B*****" in Cartersville, VA. Then again, it appears the text portion of the caller ID is spoofed. The number may be spoofed as well.
Virginia is close enough to Washington, DC that this may be a political fundraising call or an IRS SCAM.
IRS Tax Counselor Scam. Robo-dialer that has a recorded message when picked up. Block this number. "Have you been ignoring notices from the IRS. Press 1 to be connected with a Tax Counselor". You can easily download a blocking app. I use Extreme Call Blocker. Works very well, and it auto clocks known spam numbers from the Do Not Call List.
