Hi.  I do owe VA income taxes from 2015.  Caller ID said a Rachael someone.  I did not answer as why would a Commonwealth of VA who might represent the VA Commissioner of Revenue have a individual named on what looks like a main number as 804-545-2500?

This is the "Taxing Authority Consulting Services, PC". I was given the number from my local county because the delinquent amt of personal property taxes was sent to collections. Once it leaves the county office, they no longer have it in their system.
If you are calling the original business you have the debt with, it will show you don't owe them because again it's no longer in their system/records, you owe the collection agency they sent it to.
If it is for personal property taxes like a vehicle & you moved out of state but did not change registration for that vehicle, or didn't change it for the following year, you still owe those taxes for that county because they go by DMV records. You will continue to accumulate tax fees until it is changed.
If you owe VA taxes & have proof that it was paid, send a certified signature required copy of the said paid bill from the state with a letter indicating a cease & disist letter along with giving them 30 days to correct the problem & take it off your credit report. If it is state taxes & you've done this without resolve, I suggest having an attorney to handle before you are charged with tax evasion which will cost more in attorney fees.
Other than that, Pay the bill, get a receipt & be done...
