Keeps calling but no one there and never leaves a message if I don't answer. They are blocked now

Receive Cell calls at least once a week from someone named Heather (recording) trying to sell me automobile extended warranties.  Same message over and over, but always from a different area code and phone number.  I save the numbers in my cell phone as Scam 1, 2, 3...... up to 16 now with an unwanted ring tone, but no use in that they change numbers with every call.  Never the same number twice, yet.

After saying hello twice...a recording comes on "Hello, my name is Heather...." I hung up and blocked.
